IS MUSEVENI BEHIND CURRENT TERROR ATTACKS IN MOGADISHU?

Since Museveni deployed his private army to Somalia, he has always used the mission to blackmail the international community and the west in particular. For years, his NRA had controlled Mogadishu but had not routed the insurgents. Frequent attacks on key targets including the presidential palace was the order of the day. He had deliberately intended to prolong the Somali mission in order to continue holding the international community at ransom. The trend was reversed by the late intervention of the Kenya army in the areas of Kisimayo port in response to genuine threats against their country. Soon after the Kenya army made tremendous progress in securing a larger area.

However, all along Museveni had opposed the idea of deploying more troops from other countries. His argument was that he alone could provide the required ground troops and that all he needed was for the UN/AU to provide his with the logistical and financial requirements. Indeed, his Commanders and top confidants made fortunes from the spills of the Somali mission at the expense of Somalis and ordinary Ugandan soldiers. Either by coincidence of by design, when the Kenyan army made progress in its area of control, his NRA also made progress in Mogadishu. Since then Mogadishu enjoyed relative peace. At a certain stage when it became clear to his that the Kenyans were to stay, he instigated the Somali administration to demand for the withdraw of Kenyans.

In reference to the early 90s humiliation of the US marines in Mogadishu, Museveni has always boasted that his private army is succeeding where the US failed. At the time he strongly supported war lord Mohamed Farah Ideed both logistically and financially. In recent times whenever his autocratic governance is cautioned by the west, Museveni has always threatened to pull out his troops from Somalia forcing the west to back off at the expense of oppressed Ugandans.

During the bush war he preached that his struggle was against agents of western imperialism. He referred to USA as capitalists imperialists and the Israelis as Zionists while opportunistically supported the Palestenian cause. His dating, marriage and honey mood to Libyas Ghadafi whom he adored as a conqueror of the USA empire was interrupted by disagreement over the African Union. Upon taking power during the cold war era, though he claimed to be pro-Uganda, he had communist leanings and sought to strengthen relations with Cuba. He opportunistically switched to the west after the collapse of the USSR. When NATO attacked Ghadafi, Museveni threatened the west with "Another Vietnam" while advocating for African solutions to African problems. Immediately after issuing that threat, he rushed to Russia to meet Putin where he was honored with medals for being a distinguished ally of Russia.

When he sent his troops to Southern Sudan recently and the west did not openly support that venture, he has since then developed a combative mood like a wounded buffalo. The souring relations are being catalyzed by the emotional signing of the Gay law which action was just a smoke screen for his long planned attack on the west. Shortly before signing the law, the combative Museveni while inspecting the air wing of his army, publicly stated that he prefers to deal with the Russians who don`t interfere in the internal affairs of his private empire - Uganda.

Suspiciously, as relations between Museveni and the west continue to deteriorate scenes of Al Shabab Militants resuming deadly attacks in Mogadishu remind the international community that there is a "wise and strong " military leader called Museveni whose army is pacifying Somalia. To Museveni, this is a big score as his name keeps floating on the international news headlines thus neutralizing the damage caused by domestic rights abuses. Since the inception of the Somali mission, Museveni took the lead in recruiting, training and building the new Somali army and Police. No wonder, some members of the new Somali army have been crossing over to join Al Shabab ranks.

Against the above background, could there be a deceptive plan designed by Museveni to rerrorise Mogadishe and the region whenever it is necessary or could his NRA in Mogadishu be under his instructions to relax and leave security gaps for Al shabab to attack??? Given that Museveni is a master of the art of manipulation, both scenarios are likely. The west should watch out because Museveni can use such deceptive squads to directly hit at "western imperialist" targets or interests.

CAN AMAMA MBABAZI EAT INTO MUSEVENIS PPWER BASE - THE MILITARY??

The recent retreat by Museveni and his cohorts  to Kyankwanzi was about nothing else other than the dictator reasserting his authority on the party and the country. Museveni had rightly got information that his confidant and NRA Secretary General Amama Mbabazi was mobilizing to unseat him from the party leadership during the forthcoming party primaries to elect a flag bearer.  Since the scrapping of term limits, the shy Museveni shamelessly declares his intentions to seek another term at least a few days before nominations. This time round he has come forward early in order to counter the internal threat posed by Mbabazi.

Museveni is very much aware that there is a big section of his NRA supporters who strongly feel that he should relinguish the party leadership if the party is to survive. Such supporters are mainly obsessed by Musevenis schemes to groom his son to take over leadership of the party and the country. Amama Mbabazi who all along had believed that Museveni  would hand over to him, has also lost all hope. He had got this false belief after Museveni retained him as both Secretary General and Prime Minister. This too much power coupled by being almost the only founding member still stuck around Museveni gave Mbabazi a false impression. He was therefore shocked to learn that instead Museveni was propping up his youthful son Brig Muhoozi. Its against this background that Mbabazi decided to challenge his boss first by targeting the youth because this is Muhozis constituency.

Much as Musevenis power base  is the military, he has always hidden under the cover of being elected by his party and the people  as the sole candidate with a vision. A challenger like Mbabazi would neutralise this long held belief meant to blackmail Ugandans and the world. The military has always provided him with a backing to his election efforts through intimidation and direct vote rigging under the guise of providing election security. Museveni has always enjoyed monopoly support from the army and security services during elections. He has always warned other contestants against encroaching on his private army.

Leave alone the likes of Prof. Bukenya who are NRA supporters of convenience, Amama Mbabazi is an original NRA and a proven insider who cant call Museveni by name but Mzee (Old man). As a former Leuteant in the UNLA having been the director of legal services, Mbabazi was actively involved in the launching of the bush war in 1981. Before the attack on Kabamba Mbabazi coordinated with the collaborators like J J Odong who was based inside the barracks as the intelligence officer. After the attack, Museveni assigned Mbabazi to the external committee based in Nairobi together with Kategaya and the late Katabarwa among others. Though he later relocated to Sweden, Mbabazi remained instrumental on the external committee. He served Musevenis interest of spying on other committee members in order to check on the influence of the pro Prof. Yusuf Lule group.

Museveni launched a smeer campaign to discredit and undermine members in order to contain their influence  and detach them from the fighters on the ground.The likes of Kategaya and Katabarwa were recalled to the bush and grounded but Museveni maintained Amama Mbabazi on the external committee. After take over, Mbabazi continued his role by heading the external intelligence outfit (ESO). His powerful wife Jackline Mbabazi, was the longest manager of the lucrative NEC - a Ministry of Defence subsidiary that was run down completely with Museveni being awarded the Kisozi ranch. Since then he has held several assignment within the Defense and Security docket. While he was the Minister of state for defence, the then 2nd Div CO Ikondere held him hostage at Mbarara barrracks where he has stopped to refuel before proceeding for a weekend at his home in Rukungiri. As a security Minister he sperheaded the eneactment of the current draconian law that allows the intelligence agencies to monitor the private communications of Ugadans. As Chairman of the joint intelligence committee (JIC), he made alliances with key senior national  intelligence actors. By supporting Mbabazi for the post of Secretary General, Museveni wanted to block Gen Kahinda Otafire from taking the up the same. In terms of threat assessment against Museveni, Otafire is far ahead of Mbabazi because the former is assessed against the link with NRA and the Hima/Bairu factor.

With that background, by deciding to take on his boss, Mbabazi is very much aware of Musevenis tight grip on hispower base - the military. As Mbabazi mobilises the youth Mbabazi must have also made efforts to penetrate the security apparatus. Therefore when Museveni called for a retreat in Kyankwanzi he wanted to use the occassion to demonstrate that Mbabazi does not have the military muscle. As he donned a full military combat uniform with full insignia of a General on his shoulders and collar and an assault riffle hanging across his chest, Amama Mbabazi was shabbily dressed in an army green attire just like any other ordinary member who attended the retreat. In terms of smartness Mbabazi resembled local militia personnel (LDU) from Kanungu. To drive his point home, Museveni made sure that he took several photos while close to Mbabazi in order to depict a scenario of a full military General (Museveni) and a Militia Mbabazi). The final straw came in form of a strong statement at that Museveni issued at the close of the retreat thus "AM A WAR GENERAL AND NOT A CLASSROOM GENERAL". To which of the two types of Generals does Mbabazi belong?

MUSEVENI REWARDS COL OULA FOR CRUSHING OPPOSITION SUPPORTERS

Musevenis recent selection of Col Innocent Oula as the NRA member of Parliament to replace exiled Gen Tinyefuza, was a reward for political loyalty. His choice was influenced by the Col. Oulas tested loyalty after he drove and crushed his car into a crowd of opposition supporters in Kireka during the past election campaign.Some victims died while several were injured. Being an intelligence operative under the dreaded CMI at the time, the incident was swept under the carpet as an act of patriotism.

Later, then Major Oula was  to be elevated to command positions under 2nd Division, AMISOM, 4th Division in Gulu, Chief of Personnel and administration (CPA) and now a member of Parliament. Much earlier, then Capt Oula was fond of hovering around DMI headquarters around the early 90s with no specific assignment. Actually he was not a member of DMI but was being sheltered by the then Deputy DMI and later DMI then Major Fred Tolit for use in anti LRA operations in Gulu. In the intelligence community such opportunists are referred to as information peddlers.

Owing  to his poor academic background, Col Oula has been sent to parliament only to boost the NRMs voting numbers. The army has a number of highly educated officers who can match with their counterparts in parliament and can contribute positively but Museveni prefers such stooges who suit his personal designs.

EVERYTHING HAPPENING IN THE COUNTRYSIDE GETS TO MY DESK EXCEPT MY ARMY ATTROCITIES IN ACHOLILAND

During the recent 28th NRM anivesary celebrations in Mayuge district Museveni told the world that he did not know that his NRA had committed atrocities in the northern and eastern regions during the insurgency. He blamed the population for having not informed him and he went further to pledge that he was going to probe what ever atrocities were committed and bring the perpetrators to book.  

Of course, this was the expert manipulator Museveni at it again trying to play on the minds of unsuspecting Ugandans. He knew each and every atrocity that was committed by his army in each and every part of Uganda, Congo, Sudan and Central African Republic. He actually even knows all the atrocities that take place in the safe houses by his intelligence agencies and on the streets by his brutal police. He confirmed this a week ago during a retreat of his party cohorts at Kyankwaanzi when he stated thus "Whatever takes place in the countryside reaches my desk." He went further to conform that he had got intelligence that some NRM members were moblising against him.
This is a clear confirmation that Museveni knew all the atrocities that took place in the northern and Eastern regions.

WHO IS BRIG. RONNIE BALYA OF ISO??

Museveni calls him BARYA in order to give the name an Ankole accent. Brig. Ronnie BALYA is a mutooro from the late Bishop Balya family. He is a graduate from Makerere university having graduated around 1980. He joined the NRA around 1985/86. He is among the different university graduates from the wrong tribes whom Museveni would deliberately divert to Internal Security Organisation, External Security Organisation and other civilian assignments in order to keep them off his main stream military service. It is this diversion of the highly educated that gave rise to the likes of Kaziini (P. 7), Otema Awany (S.  4),Wilson Mbadi (S. 4), Kayanja Muhanga (S. 5), Dick Olum (S2).  Katumba Wamala (Cert in Agric), Charles Angina (S. 4 and others with modest education continue to occupy top positions. His usual excuse of historical factor does not apply here because none of them was in the bush. The fact is that those with minimal education standard are easy to manipulate and use to overwhelm the highly educated whose capacity to analyse political/military situations does not go well with his designs.

Brig. Balya first came to public eye when he was the DISO of Mbarara district at the time when Gen Tinyefuza secretly crowned the Ankole king. Then Lt. Balya was reprimanded on suspicion that he had connived with the team that crowned the king. Thanks to Hon. John Nasasira who pleaded with Museveni because by clan (Omwitira), Balya shares with Nasasira and other members of the ruling clique.Therefore, BARYA is regarded as a home boy.  At the ISO head office, Lt. Balya rose to become the Director of Information Techinology (DIT). It is DIT that is responsible for technical intelligence gathering using technical means in intercepting telephone, military radio, email, fax communications.

Then Lt Ronnie Balya gained fame when his department played a vital role in intercepting and breaking into the communication codes of the LRA during the northern insurgency, the Rwanda army during the Kisangani standoff and most of the regional security agencies. The operation is codenamed RABIT. By 2010, Balya had rised to become the Deputy Director General (DG) of ISO at a time when the spy agency was embroiled in factionalism. He was charged with leading a pro Museveni loyalist operatives within ISO. The then Director General Dr. Amos Mukumbi was suspected to have personal connections with ISO former DG and founder Gen. Jim Muhwezi whose political clarity was in doubt. It during the same time that other senior directors in ISO like Baguma, Kasura, Kwiringira, Rwekikiga, Kagoro, and some others were purged.

Brig. Ronnie Balya though a Deputy DG enjoyed closeness to the then Chief of Defence forces and Musevenis right hand man, Gen Aronda Nyakairima, the Inspector General of Police Kale Kayihura and the then CMI boss Brig. James Mugira. Ronnie Balyas intelligence collection undertakings and reporting had a direct link to Museveni. Such a development left the then ISO DG Dr Mukumbi issolated. No wonder, soon after, the Cadet Officer trained Dr. Mukumbi was kicked out and Balya was promoted to the rank of Colonel and appointed the Director General. With Aronda at the top of the internal affairs ministry and spearheading the process of militarising the Police force, bringing the immigration department to the armpit of security agencies and monitoring the operations of NGOs among other tasks, there is no doubt Balya has a big role to play in availing Aronda with the required spies for planting on each and every inch of the Uganda territory. 

During the recent military adventure in the south Sudan, ISO and Operation RABIT in particular must have played a vital role in providing technical intelligence to the the invading NRA and Kirrs SPLA thus, the seemingly coincidental promotion of the two key players Brig Kayanja and Brig Balya. But given Musevenis ways the promotions of the two sons of Tooro was partly prompted by his move to neutralise the opposition influence among prominent families in Tooro against reports that members of the Tooro royal family in London are getting close to exiled Gen. Tinyefuza. On the other hand the promotion of Kayanja and Balya to the top rank of Brigadier is to also act as a compensation for the demise of Brig Noble Mayombo who was from the royal family in Tooro. The move is also meant to cover up for the public outcry of the top command positions in the army being dominated by his Hima tribes men.

Otherwise, Brig. Balya is as a civilian more than his predecessors Honorary Brig. Eriya Kategaya, Col. Mushega, Col Butime, Gen. Otafire and others whom Museveni delibarately denied a mainstream military career but simply awarded them military ranks to hoodwink them.

GEN. BIRARO - MISSION TO NEUTRALISE OPPOSITION RETIRED ARMY OFFICERS

Recent history has clearly shown that many junior and senior officers are stuck though they would wish to retire from the NRA. The reason is that the few senior officers who have managed to sneak out of the NRA have all been involved in opposition politics against their former Commander in Chief Yoweri Museveni. The likes of Col. Kiiza Besigye, Col. Amanya Mushega, Maj. Gen Mugisha Muntu, Major Kazoora and others are all in the opposition. However, apart from the actions of those retired prompting their colleagues not to be easily released from the army, they failed to eat into the core of the NRA. Its only Col. Besigye who attempted to make an incursion into the NRA but Museveni sternly warned him not to dare interfere with his NRA.

Of recent Museveni has been greatly touched by the desertion and fleeing into exile of Gen David Tinyefuza. His assessment is that its only Tinyefuza who has the capacity to penetrate his NRA but more so the Himas in the NRA who dominate Musevenis elite force and most strategic command positions in the army. Therefore, he had to look for a senior army officer to dispatch into the arena of the retired army officers who are dominating opposition politics. Maj. Gen. Benon Biraro was the candidate for this task. Biraro is a Museveni sycophant on the same footing with the likes of Kayihura and Aronda. Biraro does not disguise his sectarian tendencies. He is a very proud Hima who at one time told soldiers during a lecture in Kyankwanzi when a cow appeared close to the lecture room that it has sensed that he (Biraro) is around.

Therefore, the retirement and entry  into partisan politics by  Maj. Gen Biraro is a desperate move by Museveni to neutralise domination of opposition politics by retired army officers. It wont be surprising if after accomplishing his mission, Maj. Gen Biraro is appointed to head the Ministry of Defence.

NRA IN SOUTH SUDAN - A TEST FOR MUSEVENIS LIFE PRESIDENCY PROJECT

After suppressing all forms of peaceful internal dissent by unleashing terror through his personal control of the security forces, Museveni is aware that the only option left for Ugandans to free themselves is the use of arms to dislodge him from power. He also knows that such a scenario is only possible with external assistance. By advocating for the fast tracking of the East African Community coupled by attempts to have Eastern DRC secede from DRC, Museveni wanted to secure his borders from external backed armed opposition.

Though frustrated by Tanzanias alleged foot dragging, his frustrations have been relieved by the South Sudan military adventure. In the same regard, he was opposed to the NATO intervention in Libya and threatened thus ".......... it that is the case we shall have another Vietnam." His dream of "African solution to African problems" came true when his army recently intervened in Southern Sudan. Of course, his argument of "African solution to African problems" is nothing but a means of protecting dictatorial African regimes to remain in power as is his own case of 28 years now since he took over power. Driven by the same motivation, he intervened in South Sudan. Out of excitement, he is now advocating for a continental African  Intervention Force. He has always held the UN and the west in contempt and now the South Sudan military adventure has provided him with ample opportunity to discredit them. He has repeatedly referred to the UN presence in eastern DRC as military tourism and that his troops are succeeding in Somalia where the US army was defeated. He is indirectly attacking the UN and the West by advising his protege Salva Kirr to carry out acts of defiance against the UN and the west. To Museveni, his military adventure in South Sudan is a victory against the West and that is why he is in a combative mood these days; most of the time he is donning a military uniform and an AK 47 riffle on his back.

Museveni has personal grudges to settle with the rebelling faction of South Sudan and in particular the detained SPLM Secretary General Pagan Anum.At the height of the LRA insurgency in northern Uganda, his intelligence findings indicated that Pagan Anum was the link man between LRA and Khartoum. When the crisis within SPLM reached its in Dec 2013, Museveni could not afford to seen a take over of South Sudan government by the likes of Pagan Anum and company. If anything, he had contributed to the crisis much earlier by advising Salvar Kirr to purge the now rebelling former comrades of his. His greatest fear is a regime in southern Sudan that may be friendly to his most feared dissenters in northern Uganda and West Nile regions.  

Therefore, his intention is to keep his troops in South Sudan as long as he is still the President of Uganda. He will make sure that the Nuers and company are thoroughly beaten into submission as was the case with the Ugandans in the northern, eastern and west Nile regions. However, with the growing pressure for his forces to withdraw from South Sudan, we are yet to see if he will give in or he will use the usual tactic of threatening to withdraw his forces from Somalia.

WHO IS BRIG. KAYANJA MUHANGA??

Newly promoted Brig. Kayanja Muhanga is an elder brother of  Musevenis Andrew Mwenda. Kaayanja went to Duhaga Secondary School and later Mpanga Day School in Fort Portal. It was during his S.5 at Mpanga around August 1985 that he joined the NRA in Fort Portal. He was posted to the newly created Military Police at the NRA headquarters at Rukoki sub-county in Kasese. Upon the NRA taking over power in January 1986 Kayanja was sent to the PPU as an ordinary soldier. Around 1988 when he was axed from the PPU he found the going tough and he deserted the army.

Around 1988 he privately went to Kabamba training school with the intention of convincing his friend Capt Moses Kintu who was based at Kabamba to fix him in the nominations from Kabamba for the imminent Cadet Officers training in Jinja. The mission did not succeed and Kayanja together with his colleague quietly left Kabamba for Kampala. Somehow in Kampala he succeeded in being included on the Officer Cadet Training and he attended the course at Jinja with among others Rwandas Gen James Kabarebe. He graduated as a commissioned officer and was posted together with a squad of about 30 other officers under the office of the Chief of Combat Operations (CCO). They were specifically concerned with the logistical backing to the SPLA in Sudan. Around 1990 the entire said squad was transferred to the then DMI at Basiima House.

At DMI Kayanja served under Combat Intelligence department then headed by John Kasaija. Kayanja was not all that active since he had no prior experience in intelligence. He was kind of redundant. Around 1993, Kayanja was posted to the Casuality Unit in Mubende as the Intelligence Officer. His brother then Lt. Baguma was the DISO of Mubende district. Kayanja ganged up with the Commanding Officer Capt Muhanguzi and they made alot of money through supply of air, flimsy payments, shoddy deals and inflated payrolls. He constructed a posh house over looking the Fort Portal stage along the highway in Mubende town.

Around 1987 Kayanja had been withdrawn from Mubende and was redundant in Kampala. He was posted to the north where the conditions were worse and he absconded. He attempted to leave the army. He went to Mbuya Military Hospital and feigned AIDS so that he is discharged on medical grounds. He was put on the list of patients and qualified for the necessary entitlements. He tried to register for a Diploma in Law course at the LDC so that he could benefit from the study leave.


Luck struck when Brig. Mayombo was posted to CMI and Kayanja was assigned to head the notorious JATT. His prominence came to public notice when he spearheaded the manhandling of Col Besigye at Entebbe Airport during the Maj. Rabwoni fracas. However, he ran out of luck when he was implicated in gross human rights abuses and extortions under JATT. Most embarrassing was fact that he was directly implicated in colluding with notorious city robbers. Kayanja was simply relieved of duties at head of JATT and thanks to his brother Andrew Mwenda who played a vital role in covering up the embarrassing story.

By that time he had become a Capt and was later promoted to Major and then came the Somali Mission. In Somali he must have made a lot of money as is the norm. Its after the Somali Mission that he was posted to the Military Police as the Commanding Officer. Its not anyone who can be deployed to command the Military Police because its part of the SFG. Thanks to the patronage of his brother Andrew Mwenda.

Brigadier Kayanja is neither an experienced fighter nor a good commander. He is fond of womanising, boozing, love of money and eating. There is no doubt there are other distinguished commanders who excelled in the current Sudan operation and Kayanja is credited for being the one with the political clearance. However, because of his family background, he has the required political clarity that is needed to be able to take sensitive command assignments in Musevenis army.

WOULD MUSEVENI HAVE LET PROF. LULE (NRM CHAIRMAN) TO BECOME PRESIDENT?

Prof. Yusuf Lule was elected as the Chairman of the UNLF - an umbrella organisation that was formed at Moshi in Tanzania by Uganda exiles. Upon the successful expulsion of Iddi Amin from power, Prof. Lule was sworn in as the new President of Uganda.Six months later, Prof. Lule was removed from the presidency amid constitutional squabbles. Together with his entire top government hierarchy they had been summoned to Tanzania by Julius Nyerere to sort out those squabbles. At the time Tanzania troops were occupying Uganda following the overthrow of Iddi Amin. At the end of the meeting Prof Lule the President and a few of his cabinet ministers were not stopped by their host from returning to Uganda. The rest of the delegation was instructed to return to Uganda and convene to select a new President. Prof. Lule remained held in Tanzania before he was later allowed to leave and go to exile.

In Kampala, the governing council (NCC) convened and selected Godfrey Binaisa as the new President of Uganda. The move was followed by popular demonstrations in Kampala dubbed "Twagala Lule" (we want Lule). The then Minister of Defence Yoweri Museveni unleashed his army against the peaceful demonstrators leaving several dead, scores injured and many arrested. During the 1980 General Elections Prof. Lule then exiled in London attempted to come back and contest for the DP presidency. He was banned from coming  back to Uganda by the powerful Military Commission that was running the government at the time. The Military Commission whose Vice Chairman was Yoweri Museveni even threatened to slam charges of subversion if Prof. Lule ever attempted to step foot in Uganda.

By the time elections were held in Dec. 1980 Prof. Lule had organised an armed group to fight the government. The group had external base in Nairobi that was comprised of prominent Baganda in exile and with backing from Libya. Its during the same time that Museveni opportunistically launched his guerrilla war in Uganda. He knew very well the strength of the Baganda led uprising. He was in particular mindful of of the fact that that the pro-Buganda political party (DP) that had ground for crying foul over alleged rigged elections. Thus, he feared that a big section of Ugandans could throw their weight behind the Prof. Lule led rebellion. He therefore moved very fast to lure the Prof. Lule group into joining hands with his own to give birth to the NRM/NRA.

The merger saw Prof. Lule become the Chairman of the NRM and Museveni became the Vice Chairman. Museveni also became the Chairman of the most influential Military High Command of the NRA. Prof. Lules chairmanship helped alot in winning the much needed local Baganda support and at the international level, the equally needed diplomatic recognition. With Prof. Lule at the top, the Baganda who were the vanguards of the Museveni war, sacrificed  a lot without suspecting that Museveni was simply riding on their backs.

A few months before the fall of Kampala into the hands of the NRA, Museveni realised that victory was at hand but moreso he had secured enough of the needed support of the third force, Prince Mutebi, the NRM Chairman Prof. Lule died in London leaving Museveni to become the Chairman. Shortly after the NRA took over government and Museveni became President since he was now the Chairman of NRM. Its now 28 years since he took over and he is running a life presidency project. He hates discussing or mere mentioning any role played by Prof. Lule.

DID PROF. LULE DIE SO THAT MUSEVENI BECOMES PRESIDENT OR MUSEVENI BECAME PRESIDENT BECAUSE PROF. LULE HAD DIED????

MUSEVENI HAS NO ARMED OPPOSITION

With the weakening of the LRA and its subsequent relocation to DRC and CAR, coupled by the containment of the ADF/NALU in eastern DRC, Museveni faces no formidable armed threat to his life presidency project.Its against this background that he gets the guts to engage his personal army into the internal affairs of neighboring countries.

However, he knows very well that the northern region rejected his governance right from the start. Though their rebellions (UPDA, HSM, LRA) were suppressed, they have the potential to resurface in a more vigorous way. That is why Museveni moves very first to contain their backers from inside the Sudan. Both the LRA and the ADF were branded international terrorist groups in order to discredit them. Its only a new force that can intergrate some of their fighters into a new group.

Some of the former Museveni close associates have threatened to use force to dislodge him from power. To some, Museveni has openly told them "you know my address. We have been waiting for you for months now". After running out of patience in waiting for such groups, Museveni is now convinced that they are not coming and decides to take time off by sending his troops to South Sudan. However, what he cant take for granted is the fact that rebellion from within his own army is inevitable. That is why he focuses much attention on his personal control over recruitment, training, deployment/postings, transfers, procurement and utilization of combat logistics of his army. To achieve this, he ensures that those with the correct political clarity (personal loyalty) are the ones strategically deployed.


What if a serious uprising broke out in Uganda, wont he be compelled to withdraw his troops from South Sudan????

WAR ATTROCITIES PROBE - MUSEVENI TARGETING TINYEFUZA

Musevenis recent promiseto probe and bring to book those who were involved in committing attrocities in the north and eastern regions during the insurgency is nothing but a desperate counter insurgency move meant to isolate Gen Tinyefuza who is in alliance with the likes of Otunnu and Ogole. But moreso his claim that he did not know about these attrocities  is a clear demonstration of the level of hypocrisy in him.

Will he also probe the following:-

1. Launching a sectarian guerrilla war to dislodge the northern and eastern regions dominance of government and the military. The bush war morale boosting song "ohhh Melda" that called for the killing of Acholis alluded to this.

2. His NRA killing of Tanzanian troops who were in the country after helping to chase Iddi Amin.

3. His NRA deliberate killing of unarmed civilians real or perceived to be members of of the rulling UPC government. By dressing his NRA in government military uniform,  Baganda peasants were targeted  in order to tarnish the image of the government. Its during such a time that the Kandoya and Kafuni styles of torture was introduced to deal with perceived enemies (Vipingamizi). Its these methods that were exported to the northern and eastern regions after taking over power.

4. Creating clandestine hit squads that operated in Kampala with the sole aim of antagonizing the population with government. NRAs urban hit squad under Kyaligonza caused mayhem to the city dwellers. Kyaligonza personally shot dead the DP member of Parliament for Mwenge, Hon. Bamuturaki at Kisementi.

5. His NRA disrupted the normal life of Baganda peasants in the Luwero Triangle where life and livelihood was lost.The Balalo pastrolists were compensated for their contribution but the Baganda peasants lost out completely.

6. To pursue his childhood presidential ambitions he lured many sons and daughters of Uganda who lost their lives while others had their future irrepairably ruined.

7. The shooting and lynching of defenseless defeated former UNLAs in Kampala upon takeover in 1986 and the general harassment of those hailing from the northern and eastern region being labeled to as Anyanyas.

8. The systematic reprisal attacks by the NRA against civilians in the northern and eastern regions that gave rise to the self defense insurgency.

9. The systematic economic deprivation of Acholis, Langis and Itesot of stocks. Gen Matayo Kyaligonza ferried trailer loads of cattle from Teso to his home in Hoima.

10. The mass murder of civilians in Mukura train wagon byMajor Bunyenyezi who was the Brigade Commander. Its only Capt Oduch the Brigade I.O who was briefly arrested and later released.

11. The practicing of scortched earth policy in northern Uganda that gave fuel to the insurgency. Museveni one time told the international media " I dont know torture. I have educated myself on many things but I have never known the boundary between what is torture and what is not. I know the NRA people tie these people when they arrest them. They tie their hands back ward. Am now being told that is torture. Its the traditional method. (Daily Nation -26/01/86). Later he told the BBC Panorama program that "What is the Geneva Convention on War? I have never read it"

12. The use of Chemical weapons in Acholiland by the NRA against the insurgents. They had been acquired from Eritrea who also provided the first battle tanks.

13. The hording of former UNLAs into concenration camps in Kiburara and later Nabisojo under appalling conditions. The cold blooded shooting by the NRA of Maj. Odoch in Jinja ater the signing of the Pece peace deal with the UPDA faction of Col. Angello Okello.

14. The mass hording of civilians into concentration camps termed IDPs for two decades thus destroying their way of livelihood.

15. The recruitment of children from the northern and eastern region into the NRA by exploiting their economic and social vulnerability.

16. Knowingly  recruiting Rwandese refugees into his personal NRA and using them to fight dissenting Ugandans in the north and north eastern regions.

Therefore, as Commander in Chief Museveni knew details of each and every military undertaking in any corner of Uganda.His current utterances can only be equated to dancing on the graves of the dead and adding salt to the wounds of the injured.
At the time of Operation North, Tinyafuza was the Minister of State for Defence. As Minister, he was not in any way in the heirachy of military field operations. He could only have taken command of Operation North with full approval, blessing and backing of Museveni the Commander in Chief. He only recalled Tinyefuza from that operation out of fear that the former was gaining alot of popularity among ground troops.

The said probe will simply remain on paper.
